What must be checked before buying an apartment?

At least three things: who is recorded as the owner in the title deed, whether there are encumbrances (mortgages, prohibitions, easements) and whether the property physically matches what is recorded. Any discrepancy is a reason to stop before signing.

Does the contract have to be notarised?

Yes, a contract for the transfer of real estate must be certified (solemnised) before a notary to have legal effect, and ownership is acquired by registration in the land registry.

I am buying an apartment under construction. What is different?

The risk is higher: the building permit, the developer's right over the land and how your payment is secured until completion all need to be checked. Developers' contracts can and should always be negotiated.
